Ronald Burckhalter, Public Works Director
Ronald Burckhalter was promoted to the position of Public Works Director in November of 2017. In this new role, Ron is responsible for SPLOST, DOT, Water Quality and Pollution Prevention (Stormwater Management), and the Atlanta Speedway Airport. He served as the Capital Projects Director for Henry County SPLOST from December 2009 through November 2017. He earned his Bachelor of Science degree in Construction Management from Clemson University in 1978. Prior to coming to work for Henry County, Ron worked in the construction industry for over 34 years and held management positions for more than 30 of those years.
As the Public Works Director, Ron is responsible for establishing overall schedules and budgets; reviewing and analyzing plans and construction documents; confirming all development and environmental permitting is secured to ensure local, state and federal regulations are adhered to; ensuring that all projects are completed on-time and within authorized budget; reviewing technical decisions and recommendations made by assigned staff for quality assurance, general regulatory compliance and adherence to county ordinances, state and federal laws; ensuring that warranty issues are promptly addressed during appropriate warranty periods; ensuring that division-level accounting and financial reporting records are properly and correctly maintained; ensuring concerns raised by County residents are properly addressed in a timely manner.
Roque Romero, Transportation Project Director
Roque Romero has served as the Transportation Project Director for Henry County SPLOST Management since November 2008. Before transferring to the SPLOST Management Department in August 2003, he started with the Henry County Department of Transportation in February 2002. Prior to coming to work for Henry County, Roque worked for the Georgia Department of Transportation. He earned his Bachelor of Civil Engineering degree from the Georgia Institute of Technology in March 1996 and earned his P.E. (Professional Engineer) certification in December 2006. Additionally, he has achieved Level II Certified Design Professional from the Georgia Soil and Water Conservation Commission.

During his tenure with Henry County SPLOST Management, Roque has supervised the completion of numerous major transportation projects, intersection improvements, bridge improvements and dirt road paving and surface treatment projects.
Lynn Planchon, Capital Projects Director
Lynn Planchon was promoted to Director of Capital Projects in August 2021 after having served in various capacities with the SPLOST Department, from April 2004 through August 2021. She has also concurrently managed the Atlanta Speedway Airport from April 2018 to present.
As Capital Projects Director, Lynn is responsible for developing the scope of work for all Capital Project RFQs/RFPs; responding to all questions for clarification; establishing project schedules and budgets; reviewing construction plans and specifications; confirming all development and environmental permitting is obtained; reviewing recommendations by staff and vendors for quality assurance; ensuring compliance of local, state and federal regulations; completing continual on-site project evaluations throughout the construction process; ensuring all projects are completed per plans and specifications, on-time and within budget; ensuring all warranty issues are promptly addressed during the warranty period; and certifying all accounting and financial reporting records are accurate for all Henry County Capital Projects.
During her tenure with Henry County SPLOST, Lynn has been involved with the completion of more than 25 Capital Building projects and numerous Park Capital Improvement projects spanning four SPLOST programs.
Lynn has been a resident of Henry County since 1991.
