David Smith is the Director of the Financial Services Division for Henry County Government and is responsible for the County’s Finance, Budget and Procurement departments.
He most recently served as the Finance Director for Clayton County Public Schools, and as a public accountant and corporate director, Smith has served clients ranging from small businesses and not-for-profit organizations to multi-national public companies. He has also been responsible for the review and coordination of international SEC filings, establishing improved bond ratings for cities by ratings agencies, and development and coordination of local and national training programs. Additionally, Smith has been a presenter at national industry, state society and NABA conferences.
His professional affiliations include the designation of Certified Public Accountant in both Florida and Massachusetts; membership in the Government Finance Officers Association (GFOA); and membership with the National Institute of Governmental Purchasing (NIGP).
Smith graduated with honors from Florida A&M University in Tallahassee, Florida, with a Bachelor of Science degree in Accounting, minoring in Economics, and graduated from Suffolk University in Boston, Massachusetts, with an Executive Masters of Business Administration, with a focus on international business. He has also completed the Certificate of Local Government Management from the University of Georgia’s Carl Vinson Institute of Government.
