The Board of Assessors was created in each county of the state by an act of the Georgia legislature to value all property, both real and personal, in the county and assess all properties (not exempt) for Ad Valorem tax purposes.

The Board of Assessors also has the responsibility for valuing all properties in the farm use valuation programs, timber tax, Freeport Exemption, and exempt properties.

State law requires each Assessors Office to appraise property at 100 percent of fair market value. The State Department of Revenue, the agency to whom the Assessors Office reports, conducts an in-depth audit of the tax roll every year to ensure the levels of assessment comply with the law. The amount of money wanted by taxing authorities does not affect assessment value.

The Assessors Office reports to the Department of Revenue and does not come under the influence of any taxing authority. Buyers and sellers in the market affect value. The Assessors Office collects and analyzes information about the market to estimate value.
