SPLOST

The Henry County Board of Commissioners approved the SPLOST III Ballot Language, including the List of Projects in August 2007. This SPLOST program was approved by voters in November 2007.  It is not an additional sales tax, but rather a replacement of the SPLOST II program collections, which ended in March 2008.

The List of Projects was based on a conservative estimate of SPLOST III revenues totaling $240 million. As the original list submitted by the SPLOST Oversight Committee totaled more than $253 million, this amount was only achieved after much deliberation and care on the part of Henry County Commissioners to prioritize and narrow down the project list.

However, due to the downturn in the economy, this estimate was reduced to $180 million in March 2009, of which 75 percent, or $135 million was designated for unincorporated Henry County. The remaining 25 percent, or $45 million was to be divided among the four municipalities in Henry County.

The List of Projects for Henry County was adjusted accordingly, and the resulting 2007 SPLOST III Ballot Description of Projects is broken down as 70 percent, or $94,500,000 for roads, bridges and sidewalks and 30 percent, or $40,500,000, for Capital projects, which also includes some land acquisition for public use.
