Invitation to Bid: SB-10-13-100909-1
Sealed Bids will be received by the Henry County Board of Commissioners, Purchasing Department, 140 Henry Parkway, McDonough, Georgia 30253 until 3:00 P.M. local time on October 9, 2009. Late bids will not be considered nor returned. Bids will be opened at the County Administration Building by staff personnel. Bidders and their agents are invited to attend.
The work to be bid consists of furnishing all materials, labor, tools, equipment and services for the proposed intersection improvements for SR 81 at Bethany Road, located in Henry County, Georgia.
All questions regarding the bid must be in writing and addressed to Glynn Purser, Henry County Purchasing Department, 140 Henry Parkway, McDonough, Georgia 30253; questions may be sent via fax, 770-288-6047, or e-mail email@example.com. All questions must be received by 3:00PM on September 30, 2009. All questions will be answered in writing and posted at the Henry County, Georgia website by 4:00PM on October 2, 2009, along with any addenda:
All Bids shall be accompanied by a Bid Bond in an amount of not less than five percent (5%) of the bid for the complete work. The Bid Bond shall be forfeited to Henry County, Georgia as liquidated damages if the Bidder fails to execute the Contract and provide Performance and Payment Bonds within fifteen (15) calendar days after being notified that he has been awarded the Contract. The Bid Bond shall be in the form of a surety issued bond made payable to the Henry County Board of Commissioners. The Surety Company shall be licensed to do business in the State of Georgia and listed in the Department of the Treasury Circular 570, latest edition. The Surety Company shall have an A.M. Best Company minimum rating of “A” with a financial size of VI “6” or better.
If awarded, this project shall be paid solely with funds generated by the Special Purpose Local Option Sales Tax (SPLOST) program. Payment will be made monthly on completed work. Retainage will be held by Owner to a maximum of ten percent (10%) of each progress payment.
The Bidder is expected to examine the site(s) of the proposed work, the Proposal Form, Specifications, Supplemental Specifications, Special Provisions and Contract forms before submitting a bid. Qualifications of the Bidder will be reviewed before Award of the Contract. Henry County may consider Award of the Contract to other than the low bidder. Bids will only be considered by those bidders and sub contractors currently pre-qualified with the Georgia Department of Transportation.
The Bidding Documents, Proposal Form and Specifications are available from the Purchasing Department, 140 Henry Parkway, McDonough, Georgia 30253. A non-refundable fee of $100.00 will be charged for each bid package.
The Work on this project shall be completed within one hundred eighty (180) calendar days after receipt of the written Notice to Proceed. All work shall be completed in accordance with Georgia Department of Transportation Standard Specifications Construction Of Transportation Systems , 2001 Edition (as amended).
Envelopes containing the bids must be sealed, addressed to the Henry County Board of Commissioners, Purchasing Department 140 Henry Parkway, McDonough, Georgia 30253, and marked: “Sealed Bid No. SB-10-13-100909-1”.
Bids may not be withdrawn for sixty (60) days after the time and date set for bid opening, except as allowed by OCGA. Henry County reserves the right to reject any and all bids and to waive any technicalities.
