Sealed Bids will be received by the Henry County Board of Commissioners, Purchasing Department, 140 Henry Parkway, McDonough, Georgia
30253, until 3:00 P.M. local time, April 8, 2009.
Bids shall be publicly opened and read by Purchasing Department
The work to be bid consists of furnishing all materials, labor,
tools, equipment and services for 2.26 miles of grading, widening
and paving for South Bethany Road from Jackson Street to West
Price Dive, located in Henry County, Georgia.
The Bidder is expected to examine the sites of the proposed work,
the Proposal Form, Specifications, Supplemental Specifications,
Special Provisions and Contract forms before submitting a bid. A pre-bid conference will be held March 30, 2009 at 10:00am
at the SPLOST Management Department, 112 S. Zack Hinton Pkwy.,
McDonough, GA 30253. This meeting is not mandatory; however,
attendance is strongly recommended as failure to attend will not
relieve the vendor of fulfilling all requirements and/or obligations
of the bid. Also, individual meetings with the County staff regarding
the bid may not be available.
All Bids shall be accompanied by a Bid Bond in an amount of not
less than five percent (5%) of the bid for the complete work.
The Bid Bond shall be forfeited to Henry County, Georgia, as liquidated
damages if the Bidder fails to execute the Contract and provide
Performance and Payment Bonds within fifteen (15) calendar days
after being notified that he has been awarded the Contract. The
Bid Bond shall be in the form of a surety issued bond made payable
to the Henry County Board of Commissioners. The Surety Company
shall be licensed to do business in the State of Georgia and listed
in the Department of the Treasury Circular 570, latest edition.
The Surety Company shall have an A.M. Best Company minimum rating
of “A” with a financial size of VI “6”
If awarded, this project will be paid solely with funds generated
by the Special Purpose Local Option Sales Tax (SPLOST) program.
Payment will be made monthly on completed work. Retainage will
be held by Owner to a maximum of ten (10) percent of each progress
Qualifications of the Bidder will be reviewed before Award of
the Contract. Henry County may consider Award of the Contract
to other than the low bidder. Bids will only be considered by
those bidders currently pre-qualified with the Georgia Department
The Bidding Documents, Proposal Form and Specifications are available
from the Purchasing Department, 140 Henry Parkway, McDonough,
Georgia 30253. A non-refundable fee of $100.00 will be
charged for each bid package.
The Work on this project shall be completed within three hundred
and thirty (330) calendar days in accordance with Georgia
Department of Transportation Standard Specifications for the Construction
of Roads and Bridges, 2001 Edition, as amended.
Envelopes containing the bids must be sealed, addressed to the
Henry County Board of Commissioners, Purchasing Department 140
Henry Parkway, McDonough, Georgia 30253, and marked: “Sealed
Bid No. SB-09-50-040809-1”.
Bids may not be withdrawn for a period of sixty (60) days after
the time and date set for bid opening, except as allowed by OCGA.
Henry County reserves the right to reject any and all bids and
to waive any technicalities.
