The Henry County Financial Services Division is responsible for creating and maintaining the "full financial records of the County," including any and all revenues, expenditures, obligations, receipts, and accounts. Further, it "shall keep a faithful account of all public work done and the expense of the same, and shall likewise keep an inventory of County property, including machinery, tools, etc., and the disposition of it, as well as the location thereof."

Finance Department

  1. The Accounting Section provides the County with responsive accounting and fiscal processing systems that promote public accountability and focus on customer service. The section provides technical or specialized financial and fiscal service to the County in all the different facets of accounting. This includes services in financial reporting, accounts receivable, cash collection, debt service, asset management, and general ledger maintenance.
  2. The Accounts Payable Section processes invoices and provides services to 30 County departments. The section develops and implements controls for the disbursement of all public funds which help make timely and accurate payments to vendors.
  3. The Payroll Section pays approximately 1600 employees. The section adheres to a strict schedule ensuring payroll is paid in a timely manner. Payroll is one of the most deadline-oriented sections in the County, having to meet strict processing deadlines to ensure employees receive their bi-weekly paychecks as required by law.

Lobbying

Henry County is a member of the Association County Commissioners of Georgia (Annual membership to ACCG $7380.00) and the Atlanta Regional Commission ($210,650.00 for year ended June 30, 2013). Henry County does not employ or contract with any professional lobbyists.

Comprehensive Annual Financial Reports (CAFR)

Henry County received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for Fiscal Years 2005-2014. This award is given to governments whose Comprehensive Annual Financial Report (CAFR) achieves the highest standards in government accounting and financial reporting. The County has received the Certificate of Achievement for its CAFR numerous times, and is one of only 33 counties and 141 government entities in Georgia to receive a Certificate of Achievement in 2014. Popular Annual Financial Report

Henry County received an Award for Outstanding Achievement in Popular Annual Financial Reporting from the Government Officers Finance Association of the United States and Canada (GFOA) for Fiscal Year 2014-2015. This award is given to governments whose Popular Annual Financial Report (PAFR) conforms to program standards of creativity, presentation, understandability and reader appeal. PAFRS are specifically designed to make the financial information they contain more readily accessible and understandable to a broader audience than that served by traditional financial reporting. The PAFR has received the Award for Outstanding Achievement several times, and is one of only two counties and nine government entities in Georgia to receive an Award for Outstanding Achievement in 2009.
