COUNTY OF HENRY

 

            The Henry County Board of Commissioners held a called meeting at 10:00 a.m., on Monday, February 23, 2004, in the Community Room, County Administration Building, 140 Henry Parkway, McDonough, Georgia.  Notice of this meeting was posted on the bulletin board in the entrance foyer of the County Administration Building.  The Daily Herald was notified of this meeting.  Those present were:

 

            Leland Maddox, Chairman, presiding

            Lee Holman, Vice-Chairman, District V Commissioner

            Warren E. Holder, District I Commissioner

            Gary M. Freedman, District II Commissioner

            Jason T. Harper, District III Commissioner

            Gerry Adams, District IV Commissioner

 

            Linda G. Angus, County Manager; Susan B. Craig, County Clerk; Patrick Jaugstetter, County Attorney; and others.

 

            Commissioner Holder made a motion to approve the agenda, with the following amendment:

 

1.                  Add Item No. II.A., “Camp Fortson;”

 

Commissioner Holman seconded; and the motion passed with Commissioners Freedman, Holder, Adams, Holman and Harper in favor.

 

Commissioner Holder, Public Works Committee Chairman, stated Camp Fortson representatives called him and requested a steel beam to build an amphitheater at their facility.  He said there is a 40 foot long steel beam in the salvage yard scrap pile at the Department of Transportation.  He noted this is a similar situation where the County donated a scrap beam to the City of McDonough for a bridge.  He requested Board authorization to donate the beam to Camp Fortson for the purpose of constructing an amphitheater.

 

Commissioner Holder made a motion to declare the 30 foot beam as surplus and salvage material and to donate it to Camp Fortson for the purpose of constructing an amphitheater; Commissioner Freedman seconded.

 

Commissioner Freedman asked how the beam will be transported to Camp Fortson.  Commissioner Holder stated that will be taken care of through coordination of the County and Camp Fortson.

 

Commissioner Holman asked whether transporting the beam is the County’s responsibility or is it Camp Fortson’s responsibility.  Chairman Maddox stated it will be taken care of, but it will not be by the County. 

 

Commissioner Holman asked whether there is a value to the 40 foot steel beam.  Chairman Maddox noted there is minimal value because it is in the scrap pile in the salvage yard.  Commissioner Holder said it would have  been offered in the regular auction as a method of disposing of the beam.  Commissioner Holman stated he is going to vote for the motion, but he would like to know the value of the beam.  Commissioner Holder said a 40 foot beam would be valued at approximately $100.

 

Ms. Angus asked whether Camp Fortson is a 501c(3) non profit agency.  Commissioner Holder answered affirmatively. 

 

Commissioner Holder stated Camp Fortson has been in existence all of his life and has been the “4-H” camp for Henry County and other counties for all of his life.  He said they have done a lot of work here and have provided camp for many of the County’s citizens for many years.  He said very seldom do you know they exist and that is why some people do not know about them.

 

Chairman Maddox stated he referred Camp Fortson to Commissioner Holder, as Chairman of the Public Works Committee.  He said Camp Fortson is a non-profit organization which provides summer camp to many children for a low fee.  He noted his grandson attended the summer program.

 

Commissioner Adams made a motion to call the question; Commissioner Freedman seconded; and the motion passed by a vote of 5-0, with Commissioners Freedman, Harper, Holder, Holman and Adams in favor.

 

Commissioner Holder’s motion passed by a vote of 5-0, with Commissioners Freedman, Harper, Holder, Holman and Adams in favor.

 

Commissioner Holder made a motion to adjourn into executive session in accordance with provisions of O.C.G.A. Section 50-14-3 and other applicable laws pursuant to advice of Patrick Jaugstetter, County Attorney, for the purpose of discussing the acquisition of real estate, pending and/or potential litigation, and personnel matters; Commissioner Adams seconded; and the motion passed with Commissioners Freedman, Holder, Harper, Adams and Holman in favor.

 

An executive session was held.  (Commissioners Adams and Freedman departed during executive session and did not return to the meeting.)

 

Commissioner Holman made a motion to reconvene into public session; Commissioner Harper seconded; and the motion passed with Commissioners Harper, Holder, Holman and Maddox in favor.  Commissioners Adams and Freedman were absent.

 

Commissioner Holman made a motion to approve the affidavit in support of the Chairman pertaining to executive session; Commissioner Harper seconded; and the motion passed with Commissioners Harper, Holder, Holman and Maddox in favor.  Commissioners Adams and Freedman were absent.

 

Commissioner Holman made a motion to approve the expenditure in reference to Mercer University, including clearing and grubbing in the amount of $18,000 and roadway construction in the amount of $21,908; Commissioner Harper seconded; and the motion passed with Commissioners Harper, Holder, Holman and Maddox in favor.  Commissioners Adams and Freedman were absent.

 

Commissioner Holman made a motion to adjourn (2:09 p.m.); Commissioner Harper seconded; and the motion passed with Commissioners Harper, Holder, Holman and Maddox in favor.  Commissioners Adams and Freedman were absent.
